As someone who does lots of NetCool install, in lots of environments, I can honestly say: it's not great. In fact it's not even good. Barely useable sums it up better. It's core functionality is not too bad, but once you try to start using it's gateways (to system like Remedy, or Oracle for archiving) it crumbles. It's supposedly 'distributable' but it's horribly broken. About half the probes plain don't work. It does have it's pluses, like huge commissions when you sell it!
