did you do a 'make site-perl-install' when you upgraded
rrdtool?
if not, you may need to reinstall rrodtool (and be sure
to do that).

also be sure that your path to the rrdtool libraries is
correct in rrdgraph.cgi (and for the whole installation of
snips)
