[nocol-users] Use of QUIT quit smtp&ftp

I inherited an existing nocol implementation.  Does the use of QUIT in ftp
and smtp portmon configurations alter the behavior of nocol?  I'd guess it
would avoid a timeout and thus speed up the thread responsible for the test.
