[nocol-users] New nocol alpha code with RRDtool support

I have put a new version of nocol (alpha test code), with RRDtool support
(MRTG style graphing http://www.caida.org/tools/utilities/rrdtool/) at:

This version also has certain changes to multiping and pingmon to speed up
the monitoring time.

The main changes for RRDtool support were:

   - Updates to the C and perl library to call RRD functions
   - Added 'Graph' button to webnocol.cgi, and new rrdgraph.cgi script

This is alpha code, so comments and testing are helpful.
