i believe the timeout would be the "TIMEOUT 30" at the top of your confg
file

ie:

POLLINTERVAL	300
TIMEOUT		30
SIMULCONNECTS	64
RRDTOOL		ON

It would seem that the numbers indicate the response time in milliseconds.

       The  program  also  tests  response  times- if the desired
       response is not recieved within the  specified  time,  the
       severity is escalated.

What isn't clear is how the "specified time" can be specified.
